Presentation
The Carré de Malberg Research Institute (Institut de recherches Carré de Malberg – IRCM) was created in 2003 following the merger of the Centre de recherches administratives et financières (Cerafi) and the Centre de théorie et de méthodologie juridiques (CTMJ). It has been headed successively by Professors Wachsmann, Grewe, Jouanjan and Eckert (since September 2014). It has 23 teacher-researchers and associates, including 3 emeritus professors, plus 33 doctoral students.
The institute is a member of the Research Federation Unit: Europe in Motion (History, Law, Economics and Cultural Identities) (Fédération de recherche l'Europe en mutation – FRU 6703). It is attached to the Doctoral School of Law, Political Science and History (École doctorale des sciences juridiques – ED 101) at the University of Strasbourg.
The general issue around which the IRCM was conceived and has conducted its research activity lies in the question of how modern and contemporary domestic public law has been constructed and is evolving as a result of its European dimension. The aim is to observe and analyse the interplay between laws, judges and doctrines in the construction of European public law.
Research topics
The general theory of the state, the constitution, freedoms and human rights
This first area applies the IRCM's general approach relating to the construction of domestic, modern and contemporary public law due to its European dimension to the specific fields of the general theory of the state, the constitution, public freedoms and human rights.
Changes in administrative and financial law
This second area applies the IRCM's general approach relating to the construction of modern and contemporary domestic public law, due to its European dimension, to the field of administrative law and public finance. It is particularly interested in public procurement and sectoral regulation.
